The Daily Mail reports that despite Arsenal's reluctance to lose yet another player to City, it is understood that coach Roberto Mancini is still determined to land the Dutch international.
There has been no approach made to Arsenal yet by City but that now seems inevitable in the coming days and weeks.
In the meantime, Goal.com reports that Arsenal manager Arsene Wenger has said that he could earn 10 times more if he left Arsenal but money is not his motivation.
The Gunners boss has said that his wage packet has never been the be-all and end-all during his career, and revealed his disappointment over players he has lost for financial gain.
And The Metro reports that Wenger is searching for a new frontman, despite having already signed Germany international Lukas Podolski from Cologne.
His target is Atletico's rising star Adrian Lopez, reports Spanish newspaper AS.
Finally, Caughtoffside reports that Arsenal are tracking skilful Ajax forward Miralem Sulejmani and could move for the Serbian as soon as Andrei Arshavin completes his transfer to Zenit St Petersburg.
Sulejmani joined Ajax from Heerenveen in 2008 and has gone onto to make 98 league appearances, scoring 29 times.
