The Express understands that the former Netherlands head coach is set to make a number of signings before the end of the transfer window.
However, having grown frustrated with expensive moves for potential marquee signings, he has admitted he could stick with his compatriots in order to sign players on the cheap.
"Dutch players are usually cheaper than players of other nationalities and they have usually been very well educated in the Netherlands, I believe," Van Gaal said.
"If they are at the level I want them to be, then I will sign Dutch players."
"They have to be of a level that can play well in the English Premier League. You have to ask if that is the case with every player."

Blind is perhaps the most likely to be plying his trade at Old Trafford this term, but only if Van Gaal is prepared to meet Ajax’s reported £17 million price-tag.
The 2013/14 Eredivisie Player of the Season shot to global prominence following a number of outstanding performances for his nation in Brazil this summer. In fact, he finished the World Cup with the second-most assists of any player.
The Dutchman has admitted that he would consider joining his former international boss at Old Trafford and his versatility makes him an extremely attractive prospect; he can play either on the left side of defence, as a centre-back or even as a holding midfielder.
He could either act as a back-up option for summer signing Luke Shaw, or indeed, in the centre of the park, alongside Ander Herrera and Juan Mata. He is also well acquainted with Van Gaal’s 3-5-2, having experienced the system during his time with Ajax.
Nigel De Jong
Along with Blind, Louis Van Gaal could look to Nigel De Jong to reinforce his side defensively. The Red Devils boss is a known admirer of the defensive midfielder's destructive talents, having seen him at close quarters for two years as boss of the Netherlands.
According to the Independent, a surprise move could well be in the offing. The report suggests that the former Manchester City and Ajax-man could be utilised as midfield cover, before the club make an official approach for AS Roma’s £79 million-rated Kevin Strootman in January.
Alongside Strootman rumours, speculation linking Juventus' Arturo Vidal continues to persist. But again, De Jong perhaps represents a more realistic target. The tough-tackling 29-year-old would slot in perfectly alongside Ander Herrera in Michael Carrick’s absence.
Van Gaal hasn’t exactly inherited the greatest set of wide players and this is something he will surely look to address before the end of the summer. Step up, PSV Eindhoven’s Memphis Depay.
The 20-year-old winger has experienced an impressive career so far, both at club and international level. He played in four of Holland's games on the road to the World Cup semi-finals, scoring two goals in total and registering a further assist, whilst last season he excelled throughout his side’s domestic league campaign.
He scored 12 Eredivisie goals in 2013/14, with Wayne Rooney the only Manchester United player to better this tally, with 17 strikes. Depay also created 86 chances for his team-mates last season; of United's squad last term, Rooney was the most creative, having supplied 56 chances.
Despite reports suggesting he is ready to discuss a new contract with PSV, Depay could well be open to a Premier League switch. After all, in May 2014, the tricky winger supposedly told his agent that he is open to the idea of joining the 13-time English top flight champions.
